What you are looking for is the raider’s explanation in Project Horizon, mate.
It’s not really a virus. Alicorns are made exactly like creating super mutants in the Fallout series: take a big vat of Forced Evolutionary Virus/Impelled Metamorphosis Potion, stick someone in it, and hope for the best. You need just the right amount or horrible things happen.
