Right, I’d forgotten about buttons. Something like panties, the hole side of the button wouldn’t be just a slit in it, but rather a cord to pull over the button.

Of course, the whole upper tail portion could be a denser strip with a snap button.

They’re designed to fit along the undertail, and apparently around it entirely (I guess they slip it on over the tail first?)
