Yeah, I got one as a present at someone’s party one time. I inflated it until it popped and that was one of the contributing factors in my phobia of balloon popping.
 
You must not over-inflate the balloon. It even says that in the instructions for these special balloons.
 
If you did not over-inflate the balloon, and it just decided to spontaneously burst as you were inflating it or before you could let it fly, you might have gotten a dud. Hey, duds happen, dude.

It’s the shape of the balloon. You don’t often see a “hot dog” balloon unless you’re a major party enthusiast.
But still, it’s not a condom, dammit!
 
I know it’s the shape of the balloon. And you will occasionally see a few “hot dog” balloons some places, even if you’re not a major party enthusiast.  
For example, those annoying, screeching rocket balloons that can be found almost anywhere are shaped like that.
