What principally annoys me is the notion of this pic having barely noticeable “Hooters” and it’s being labeled as Hootershy, when it clearly isn’t. Your initial reasons was the proportions and that it makes more sense for a humanoid Fluttershy to have large breasts. While that’s another issue I have entirely, that does not correlate to this picture.
 
I don’t mention Rainbow Dash because I would rather not complicate it by adding an unnecessary factor. Rainbow has nothing to do with this picture.

How about we stop arguing over stupid shit and just let the artists draw what they want to draw?

Simply put, it’s a typical trope where the shy girl has the big boobs. There is no real reasoning behind it, it’s just how some people like to draw her.
 
With that said, I’d assume this is supposed to be hootershy based on how this artist usually interprets her, as in >>442322. It’s just the way her arms are over her breasts gives it a perception of them being smaller. But like I said, why argue of this shit?

I’m judging based on what I see in the show weather it be fs OR rd. I’m guessing you have a general preference for small breasts since fs’s boobs seem to vex you but you never address rd’s.

You’re taking it too literally. With fictional character impression is what matters. Hence the most feminine one having big breasts makes sense. People just liking big breasts is another reason.
 
I do like sometimes seeing really skinny Fluttershies, though. Like gangly and awkward Fluttershy.

The perspective is way off and the artist is trying to overcompensate with detail.

You knwo not everyone likes big breast, so it makes more sense to have some not-hootershy as well.
