That does seem to be how Derpy’s being portrayed in this comic, though. I don’t think it’s possible to argue she’s just being eccentric or oblivious or enthusiastic here; wearing the paper-bag hat and nothing else and causing rain and saying “gala” as “grala” is just too much.
 
Which is a shame, since the artist’s comic of Derpy dealing with a Rubik’s Cube is one of my favorite examples of oddball Derpy.

It’s only offensive if you took/have a certain stance on Derpy and you saw this comic after TLR.
 
But I mostly agree with you. I didn’t like the portrayal of Derpy in The Last Roundup (and that was just in itself: a combination of things made me “yay~” and then in hindsight cringe.)
 
But the fandom’s portrayal of her is generally fine, as is this comic.
 
The episode beginning was just a bad intersection of misunderstanding (“male” voice to “female”), her being nothing but clumsy, and the nature of the word “derp.”
 
The whole thing probably would have been fine if any one of those three aspects (i.e., voice, name, and clumsiness) had been removed or changed.
 
And so it begins (again.)

In reality, this is just an innocent funny comic based on a cartoon horse - how can that be offensive?
