Context from the artist is ambiguous. One one hand, he’s suggesting that this is a different Doctor Whooves regeneration; on the other hand, he admits this design is based off of another background pony.
 
So whether or not this is Pokey Pierce, the Third Doctor, or some fanon-bending fusion of both remains to be seen. Adding the Doctor Whooves tag in the meantime (because regardless this is supposed to be “spoilers” for one of his ongoing Doctor Whooves series).

Meh, “Dash Academy” is a good comic, but it’s just another fan comic; it doesn’t affect my perception of Pokey Pierce any more than, say, Ask Princess Molestia affects my perception of Celestia (or Luna or Twilight or Trixie… dang, no one’s in character in that tumbler, are they?).
