Well, i’m guessing they’re just twin siblings. They have the same talent\Cutie Mark, color scheme, and hair-type, but live in two different places, are the opposite genders, one of the two wears a top-hat, and they have different eye-styles.
 
Even though we have seen a pair of opposite-gender twins that looked nothing alike, but Pumpkin and Pound are freaks of nature anyway.
