Eh, her characterization is not really consistent anyway.

In the cartoon, her behavior seems to suggest that she is painfully aware of her position ruler of a race who are considered (and indeed, physiologically engineered to be) dangerous predators- she’s willing to do some ugly things so that those people can still survive and prosper.

Price, on the other hand, wrote her as a completely unsympathetic sociopath in the comics.
