I think that “Dragon Lord Ember” is supposed to be for images that show her in the capacity of Dragon Lord, while “Princess Ember” is the general tag. It would be sort of like the relationship between “Twilight Sparkle” and “Princess Twilight”.
 
I thought dragon Lord Ember is pretty much any imagine with her holding the Sceptor since the one holding it is Lord of the dragons.

so, why are there two separate tags for dragon lord ember and princess ember thats like having two tags as princess celestia and celestia
 
 
and as far as the show goes, there really isnt much of a distinction between the two  
unlike for example sunset shimmer and demon form sunset shimmer where the same character has a noticeable variance
