Anyone usin’ “y’all” in the singular is doin’ it wrong; it’s only appropriate to use with an individual if that individual is being addressed as a member or representative of a group.
Southerners have a special set of grammar rules. For example, they tend to ignore double negatives (“Ain’t nothin’!), and “y’all” can be both singular and plural. It can mean both “you” and “you all.”
“Ain’t” can also mean “am not,” “are not,” and “is not.”
I live in Texas. (central texas, which is about 90% less hick than everywhere else in it). People here don’t always have proper grammar, but we’re easy to understand once you learn our language.

“All y’all” is a well-established intensifier of “y’all”; it is used to indicate that every possible member of the group being addressed is included without exception, even those who are not present. This is much more apparent when spoken, since it is almost always delivered as “all y’all”, with significant emphasis on the “all”. Use of “all y’all” seems to be more common in urban areas than rural areas, where an emphasized and/or drawn out “y’all” / “y’aaall” is more likely to be used.
I’ve heard this phrasing used many times. (And in an earlier comment, one user admits to saying this rather frequently.)
It’s like you’ve never met the concept of repetition for emphasis.
