Chrysalis would bungle that up like she ruined her plan with the wedding. She has great goals, but she is terrible with the execution of her plans.

I told Celestia that a better plan would be to give part of Equestria’s prison population to the changelings as love slaves in exchange for peace.

They try to reform Chrissy (doesn’t even need to just be Fluttershy doing it). It seems to work, but we eventually only learn that Chrissy was faking it all the while, and maybe uses this trust to then inflict further damage once she reveals her true intentions. In doing so, it also then indicates how she is truly skilled with deception and cunning maneuvers.
