Octavia is one of the strongest cards in the game, currently. She ties with ‘Rainbow Dash, Winged Wonder’ and is beaten out by ‘Rarity, Truly Outrageous’.
 
2 Requirement for a 4 power with an effect that potent is really good, even with her high cost.
