Soarin’ used to be a very weak flier. He thought he was meant to, instead, be a fisherman, and would go out to see everyday in his small, wooden ship, fishing for enough food to get him by for the week. This went on for years: as a young adult, he didn’t have his cutie mark. He didn’t mind, life was happy.
 
One day, a storm came. It smashed his boat up, and he thought he would be lost to the crashing waves. Yet, he mustered all the strength in his wings, and tore out of the waters, bringing himself to safety. And thus, his cutie mark was born.

Yeah, it’s gotta be a bolt and waves of water. I reiterate my mental image of a pegasus flying really fast just above a body water and creating waves to either side of them.
