Actually the ancient Chinese used military rockets to great effect very shortly after gunpowder was invented. They also had both land and sea mines.

She also uses on new arrivals to Ponyville and I believe it’s the same ammo. She very well could have just thought if she cheer them up by blasting them with her party cannon they would stop attacking. We seen it knocking them back a bit but how effective that was we didn’t really see.

I don’t think the ponies would even consider that it could be used as a weapon. They don’t strike me as having a “lets weaponize this” mindset. They would see it as “that makes it dangerous” rather than “that’s a good way to kill a lot enemies in a war”
 
China for example had gunpowder for centuries but its full use for weapons wasn’t fully realized until the Europeans got their hands on it. The Chinese used it for weapons sure, but the Europeans were the ones who really sought to improve upon it and changed the face of warfare as a result.
