Mmm…not sure why dragon strength would be a “matter of the mind”, as you said…
But yeah, even though having claws would obviously make it overkill, Im still going with the dragon-like strength thing. I mean, even the pic’s original name in Kilala’s gallery is “Strength”.
As I said, this basically a trope. Having dragon blood in your veins makes you many times stronger than other members of your race. It doesn’t even need to be explained.

It’s a matter of the body, not of the mind. His feet are unsuited for the task of being a hard, blunt object like hooves are. Okay, try hammering a nail in using a knife. Not the flat end, but the actual cutting edge, and try to put that motherfucker in there. That’s what I mean.
I saw it more as his feet being unsuited entirely to kicking due to the structure and the claws. Imagine yourself trying to kick a tree hard enough to drop apples from it with your toes first for reference.
