Yes, thats a valid point, though I think its a little deeper than that. Probaby having to do with the education movement (Worst possible thing) that followed.
They had a really solid strategy; put the risky joke into the show for certification along with an EVEN WORSE joke to cover it.
The censors would be so distracted by the worse joke that they’d pass the joke that writers originally wanted by comparison.
