Revival era? I could definitely see her as Donna. Constantly bickering with him and smarting off, but they really get along well and she gets to use her wits to save him once in a while. Also their relationship is completely platonic but everypony thinks they’re dating/married.
 
Turn up the smart attitude, and you got a Clara, or even River Song.
 
For the classic era… Liz Shaw for that superior attitude. Tegan if she’s written as a bit whiny. Zoe simply for the nice plot.
