I think Apple Bloom is dressed as a generic superhero, not based on any specific person. There’s not very many heroes who wear a costume in that color scheme or in that style. I certainly can’t think of any in DC or Marvel. Alan Scott is the closest hero she resemble, but not by much.

He knew he had to draw the CMC as superheroes but had no idea as what ones. So he contacted a fan he knew in the brony fandom and asked on what general tropes each of the CMC would be. The specific example he cited was Scoots being like Hawkgirl but didn’t comment on AB or SB.
 
BUT I will assume this fan gave him the idea of making SB a cyborg or the like - effective as close as making Sweetie Bot canon in the comments.

Sweetie Belle is actually CHROME - the younger sister of Rarity, aka RADIANCE, who seemingly died fighting the terrible rampage of the nearly unstoppable FASHION DISASTER (see Amazing Tails 402-406 and the ‘Death of Radiance’ graphic novel crossover event). With the Inimitable RADIANCE gone, and fashion crime sky rocketing in her home town of PONYVILLE, Sweetie was driven to try and step up and fill her sister’s boots. She became CHROME the STEEL FILLY.
 
After the events of “Crisis of Infinite Rarities” rebooted the RADIANCE backstory, Sweetie returned as CHROME in a supporting role. She also starred frequently in the adventures of the PRETEEN TITANS. Shortly after discovering she was actually a nanotechnology clone of RADIANCE produced by the cunning PRINCE BLUEBLOOD to infiltrate the Power Ponies and destroy them from the inside, she briefly reinvented herself as DARK CHROME the ADORABLE AVENGER. Later, we learned that there were actually two Sweetie Belles: the sister, presumed missing, and the clone. The two eventually merged using a nanotechnology “ultravirus” and she returned to calling herself just CHROME.
 
Like the rest of the POWER PONIES universe, she was rebooted by the FILIPOINT mega-crossover event that created the NU-2-U POWER PONIES universe.
