That’s probably because he’s was there when filthy was a colt and every time Filthy’s parents were busy with work or business(which happened a lot)he had Randolph there to tell the jokes and stories he made up or help him with homework and he would always make pancakes in the morning with his favorite syrup every time filthy was upset..his daughter however is less grateful.

I like to imagine Filthy Rich is a great boss who treats Randolph kindly, pays him well, and includes him on many family outings as if he’s one of them.
 
Diamond Tiara however treats him like Woodhouse.

Wonder if Filthy Rich was like his daughter to him as well. He does look like he’s been a part of the family for years. Probably hired by her grandfather or even great-grandfather after he struck it rich.
