Celestia herself never comments if she could have stopped all those. She specifically says she could have stopped “many of them”, so there are clear exceptions (eg Chryssy, probably, comes to mind.) But something like Sombra, yeah, that was all her testing Twilight.

 
Now I can see why Celestia didn’t do anything. Spike’s got this.

kay points for this kind of stuff. noting spike’s caaopcity to devour minerals. also remembering that dragon’s ability to withstand lava. check.  
in addition we have celestia answering seveal questions. largely that while many of the therats they faced she could have defeated she wanted twilight to learn, even if it risked her, and she seems to regret it.  
but also it has her admit that some of those threats, like nightmares and draconiqus, were either beyond her power or so powerful she could not put down without either killing or causing damage.
