“Wee” is another word for “small.”
Since Luna is Celestia’s younger sister, she’s smaller than Celestia, and so Luna is “wee.”
The reason I use the phrase, “The Royal We” is because that is how Luna spoke in the episode “Luna Eclipsed,” in which she referred to herself with the “royal we.”
