He was clearly not very comfortable conning them, as he had a look of fear when AJ and Bloom showed up and noticed he was there before, he only thought it was alright to con ponies after he thought AJ was okay with it.

Bulk Biceps looking completely different from any other pony and sudden bursts of “YEAH!!!” pretty much ensured him a future on the show, but Silver Shill doesn’t really have a lot going for him.

Coco Pommel was just following orders. Shill was conning people out of their money with no regrets!
 
He didn’t think he was doing the wrong thing until he saw G.S. about to hurt herself, and when Applejack saved her and spoke up, he did so as well.
 
So while it is similar to Coco’s role, he has different touches that make him stand out.

You’re forgetting that his character arc was largely a retread of Coco Pommel’s.
 
The biggest difference is that, while Coco Pommel was actively mistreated by her boss, Shill seems to have had a pretty solid relationship with the Flim Flam Brothers. They were nice enough to promote him, after all. So there’s not quite as much sympathy to be had.
