Which means people who couldn’t afford an up-front payment have it offset by those in higher tax or brackets.  
Or in a system like Australia’s HECS, the Government spot you for now and you pay them back when you’ve got above a certain income.  
So it’s ‘free’ in the sense that being able to afford it is irrelevant.
