I’d imagine sports bra and tight(ish) shorts with the fly open count as a “revealing” outfit, and at the risk of erring on the side of caution, I’d suppose anthro counts as “humanized” for rating purposes.
All in all, I don’t think this quite meets the “Safe for work, safe for children.” requirement of the “safe” rating.

It doesn’t look suggestive to me. Yeah, she’s attractive, but it doesn’t really warrant a ‘suggestive’ tag or such. That’s just my opinion.
Speaking as the artist - maybe “safe” isn’t the right tag here. That said, it’s not really suggestive either. CHANGE IT AS YOU SEE FIT I’M NOT TOUCHING IT.
