It would appear so. From what we’ve of the equine races:
Ponies (pegasi, unicorns, earth ponies, and alicorns): get full cutie marks showing their special talent.
Zebras: Hard to say but if Zecora is any indication, have very basic symbols (in Zecora’s case, a swirl to represent missing potions).
Saddle Arabian horses: Nothing.

The difference is that Blueblood was intended to be a one-off joke. Celestia is one of the most important characters of the Universe of the show.

Irritated? Try pissed off, at that point I was convinced that Cadence was intended to replace Celestia in function.
Well, Dash has used the word bullet in a song and named her pet, Tank. So, it’s quite possible they are.
I know! I’ve been impatiently waiting, and was irritated at the mention of Luna and Cadance last week, but not Celestia. Could have sworn they were writing her out of the show…
