I guess the artist just confused Spitfire’s dark blue uniform for Soarin’s light blue one.
I meant that the clothes we saw Shining and Spitfire wearing were standard issue uniforms, and Flash and Soarin are wearing their own versions of them here. They just look the same because, y’know, uniforms.

I guess the artist is interpreting those as being standard issue uniforms that are approriate for formal occasions.
