the lighting of the torch happened before the games started and the scene with the magic canceling spell (when all magic is disabled for all who enter the stadium) happened after the games started
Actually the alicorns didn’t, given how Twi was able to light the torch for Spike with her magic.
Still, though, a magic cancelling spell like that of the games seems capable of blocking all magic usage, no matter the amount of power that pone might have.

well you know what happened in the Equestria Games episode… even the alicorns had their magic disabled with that spell so i’m guessing Sunset Shimmer would be no match against a prison guard who could cast it
