Correct! From the description of the artist it is someone else. The artist also states that it’s a long time friend who stops by on surprise after being gone for so long and that the friend could be anyone you want even yourself.

It was just strange to me how quickly the guy proposed and thought it was his way of “apologizing”, but after reading the first panel more closely, it’s clear that this is a different guy.
 
It seems I have jumped the gun on this one, my bad.
