I kinda disagree, some actually have fleshed out said characters in fanart/stories, and such. You’re just cherry-picking popular memes/jokes about said characters, and focusing on one thing on each character, when there are actually quite a few different fan-interpretations of each character. Like some portray Derpy as a single-mother, intelligent-regardless of her sillyness, and such.
 
And even some have interesting takes on even some of the popular fanon aspects about said characters. Like in “Anthropology,” I don’t read fanfics much, but I liked Lyra’s characterization in that, and it was interesting, and a more serious take on the “Lyra likes humans” concept.

Only it really hasn’t done miracles characterizing background ponies recently. Many times they are portrayed as one trick ponies (pun intended).

As much as people complain about Flash lacking personality, many haven’t gone great lengths in regards to their fanon characterization of background ponies.

She was a background pone, in a background scene.  
We all loved her, and we still do.
 
Flash is just a nice dude, but we can raise him right, the way we did with Derpy. Only difference is, many choose not to because he’s a “Waifu stealer” (seriously, quck them and their “waifu” concept…), a “generic pretty boy” and so on and so forth.  
Seriously, the fandom did miracles characterizing many background ponies, we can do the same with Flash. Once we stop bitching about his prettyboyness.
