The character on the right is Fluffy, one of the villians from Ty the Tasmanian Tiger. The reason she looks so ugly is because she is a Horned Lizard; they’re practically born to be ugly.

There are two possibilities:
 
  1. Ty the Tasmanian Tiger is an obscure game, so people might not recognize these characters (I’ve seen people give stupider reasons for downvoting something).  
  2. That character on the right (I don’t know who she is; I played the first Ty once, but I didn’t got very far) looks really, REALLY creepy, and not in a good, or possibly even intentional, way.
