I don’t think the Captain was trying to scare kids, just trying to educate them on dangers, and I remember a PSA with Captain Lou Mario telling kids not to play with knives, or guns, which apparently worked on me as I never injured myself with those.
Never did drugs either, as frankly… I hate swallowing pills, I hate smoking, I hate stuff going up my nose, I hate needles being stuck in me. Doing drugs requires everything I hate doing.
The line, “If you do drugs, you go to Hell before you die,” may sound a li’l rough, or cheesey/narmy, but he has a point. Meth users look half dead, they should show people what they look like, if they don’t want people using meth.

I think it was meant to be kinda bad. Though, if you listen closely to the theme song, the voice sounds a li’l similar to Lou’s.
Andy Heyward (an exec on the show) on a Q&A session on Youtube said it was Lou who sung it.

He also was on that DARE bandwagon.
I’m frankly surprised DARE is still around, because I don’t think it really had much of an impact, in a historical and social sense. I dislike the idea of trying to scare people, especiially children, to prevent them from doing something. I’m all for telling people the factual consequences of their actions, regardless if I agree or not, but using fear is something for an enemy. Are the children the enemies? Why do we exist if parents can’t get along with the offspring they developed? You don’t beat the people you love.
