Looking at the source, it seems this came from Tumblr, and that this Pinkie Pie is “pangender”, whatever that means.
It’s kind of weird because I always assumed that the half-shaved hair thing was just an unflattering stereotype of that kind of person.
Pretty much this. Most visible on Rarity and Pinkie.
EqG was pretty wise in giving counterparts extra hair.
That and the half shaved head make this look kinda bad.
Looks kind of like Gumby’s hands.
