Not a tech guy myself, to be honest. But if you compare some of the darker colours in this comic (it’s most prominent in the mane highlights and on the darker colours of Tank’s shell) you can see some heavy compression/artifacting (I think that’s what it’s called?) which you usually see in (usually older) .GIF images.
 
The one on that site seems to be identical to the one here, even in size. Even though it seems like this is, for whatever reason, the way the image was uploaded originally, I thank you for your help.

Does this lack the filter? I’m not a tech guy so I don’t know what you are talking about. The only thing I noticed was that when I went back and forth between the Internet Archive version and the one here is that the Internet Archive version is more blurry (I guess they didn’t save the DeviantArt image at the best quality).

It’s the best we’ll get, it looks like. It doesn’t let you zoom in pretty far and it’s somewhat compressed itself (more like a jpeg than a gif tho) but from what I can tell the weird filter from the OP isn’t there.

Looks like you’re right. It’s also pretty much impossible to get a good look at the original comic on that page, but it’s not in any of his other comics so I can only assume it must be a filter put on by a third party host where OP grabbed it from or something, unless the original really does just have random compression for no reason.
