I’ve seen OCs, Celestia, Luna, any one of the Mane Six, any ship among the Mane Six, and yes, Lyra and Bon Bon. Pretty much everybody’s gotten to adopt Scoots at least once, up to and including Discord.

I just think it’s a better change of pace over the whole “Rainbow is her adopted mother” cliche.

I guess if the shows staff wanted people to come up with their own story for Scootaloo, they could purposely not show if she has a family or not…  
But then to avoid crushing people’s head canons, we would end up with a awfully vague show….  
I don’t know. I guess if Scootaloo doesn’t have any parents, alive or otherwise, then maybe she could be adopted by someone, I don’t think we would see Rainbow Dash adopting her, realistically I think Dashie will remain in the big sister role.  
I guess Lyra and Bon Bon could be good candidates for adoptive parents?

I did come across a fanfic that ended up with Scootaloo adopted by Lyra and Bon Bon, after her aunt passes away.

Yeah, I think one could argue that the staff is both ‘lazy’ and ‘vague’ when they don’t explicitly state facts, like if Pinkie Pie is really a member of the Apple family or not.  
I do remember early into the show, Lauren Faust had stated that she did not want to define too many specific details into the show, because she or the rest of the show staff may want to change something later on.  
I guess she likes being flexible when making a show.  
But I guess also when someone is like “omfg no! Pinkie Pie being a Apple is the worst!” that person could sigh relief by the end of the episode when its left open that she may not be a Apple, at least not genetically.  
And as far as Scootaloo goes… There could be like a billion different head canons about her back story, I think I even remember one being that she is really Princess Celestia’s secret alicorn daughter… Celestia secretly planted her in Ponyville to learn all of the important life lessons amongst normal pony citizens before being revealed an Alicorn and the next in line to the throne.

I mean, for “Pinkie Apple Pie”, they never explained if Pinkie really is related to Applejack, the episode basically said “I dunno”.
 
Apparently, they HAD plans, but decided to go back on the dreaded “Status Quo”.

I wonder how many Scootaloo toys does Hasbro sell in comparison to other toys?  
I have a feeling it doesn’t matter what kind of backstory Scootaloo has when it comes to toy sales…  
All I want is some canonical source of pony continuity to make up their mind loud and clearly, will Scootaloo ever fly? Does Scootaloo have parents?  
It just frustrates me when Scootaloo’s story is so vague, it’s like they haven’t actually made up their mind yet what they want to do with Scootaloo…  
“lets see, in this episode we can show Scootaloo’s bedroom when she is feeling sad about participating in the Equestria Games opening ceremony… Ok done”  
“so someone was asking if we should draw in Scootaloo’s parents when she is sulking in her bedroom about not being able to fly?”  
“what? Design new characters? Nah, we can just keep it at Rainbow Dash consoles Scootaloo about not being able to fly.”  
“but what about her parents?”  
“we can worry about that in season 5!”

People often feel better about themselves when they have something else to make fun of, especially when it gets a reaction out of others.  
I my self just want to find out what studio DHX and Hasbro have in store for Scootaloo’s character development.  
And if they continue to be vague about if Scootaloo has a family or not, then can at least IDW pick up the ball and decide if Scootaloo has parents or not??
