I don’t think it’s Celestia’s fault. It’s more of a grand culmination of her suffering. Luna finally gets to fit in after Nightmare Night- the ponies of Ponyville love her. So she decides to act like that in Canterlot, and now it’s the worst it’s ever been for her. Not everyone reacts the same, but Luna has so little experience with other ponies (that’s what you get for coming out at night) that she just doesn’t know any better.

I think she entirely understands her behavior over those last few weeks had been wrong, but she’s so frustrated she didn’t care.
