Celestia planned everything out centuries in advance. This was about a century after Luna was banished. Centuries later, Sunset Shimmer was an attempt at not putting all her eggs in one basket, but once that plan failed, Celestia knew that she had to go with the exact color scheme of her original plan. Fortunately, that was shortly before a certain Sonic Rainboom happened, setting her domino chain in motion and returning her sister to her side. Twilight becoming a Princess was created because she felt she needed to reward her for unknowingly following her plans.
