Why would it not include her hair? Let me remind you that her hair is filled with magic itself its why its sway in the wind and sparkle also why would a spell only affect living tissue that make no sense.

Think of it like this: it’s a spell that only affects her living tissue, so her breasts aren’t affected by normal gravity.  
But because Hair, with the exception of the base follicle, isn’t living tissue, isn’t affected by the magic, and falls normally.

As a person with breast, holding your top won’t stop your breast to be affected by gravity unless your sew your nipples to the said top and even then it would still not have the shape of breast of a person standing up on the ground
