I don’t think lawmakers should determine language. They can keep to their law thingy. Linguists and dictionary writers will give definitions that more accurately reflects how people use language.
 
To me the important thing is that the language effectively communicates what you’re trying to say, and often times legal definitions are very confusing and will just slow down conversations. If you tell someone you were raped, they’d assume you didn’t enjoy the experience. But legally its possible to rape someone who is consenting and enjoys the experience.

I think you have a different definition of rape to myself and the OP. That does not make the OP a duck. To some people, sex with a drunk/drugged person who has consented is rape, but I don’t use this definition.
 
Maybe that’s legally rape, but in language we don’t need to follow the law. To me, rape must involve one party who is does not want to be having sex at that moment. (so the gun example would still be rape, but the idea of the joke is that you can’t rape a person who wants to be raped, and that point still holds)

aside from the rapeseed scenario, the only other contextual possibility is that Fluttershy wanted to try something a little kinky (public/S&M) and whoever she was talking to was concerned about what would happen if anybody stumbled upon them in the act

Wrong: it’s not rape if you consent, but saying the word “yes” is not necessarily consenting.
 
Like if I hold a gun to your head and tell you to say “yes”.
 
Or if I slipped you drugs.
 
It doesn’t count if that’s why you say “yes”.

Our current judges and law system in general doesn’t care since they define rape through consent of one side and female only!  
Basically, for them, male on male, female on female, and female on male rape do not exist. Only male on female. People are trying to change that.
