Indeed. Sunset is listed in the final credits as the sixth member of the Human Mane 6, leaving Twilight unlisted.
 
In a sense, Twilight is not absolutelely necessary for the elements of harmony to work.
 
On the other hand, if all 7 summon their elements at once, the elements of harmony show their true form. So at the very least, the element of magic was never something Twilight was ever meant to bear alone to begin with. Or at least that’s one theory.
 
Either way, Sunset was given permanent main character status and she is one of the 7 elements of harmony.
