I want to believe this phrase in particular is directly implying rape. This image would not exist had it not been implied. Too tired to delve any deeper than that, but yes I agree, for most of the time this would be a case-by-case basis. I can see why people are angry as, what I can only assume is historically somewhat accurate, what has most often been the case is that: yes, women almost always play hard to get (the smart ones, anyway). So….. while this image is not entirely wrong in its (albeit naive) assumption, it is also not grounded in any form of reality that we know it as today.
