No. This FlashShimmer child came from the human world and was fathered by Human Flash.

And then suddenly a cry of “ Father! Father” came from the left of where Twiligth sparkle sat and upon looking she saw another mare also with Traits resembling Flash…but with a familar azure complexion…“Hold on there! Let me guess…your mother is a “Trixie Lulamoon”?  
The mare looked shocked “ Yes…hey your that purple Bi…pony my mother always talked about”!  
Twiligth turned to her husband”Flash Sentry!”  
“Its not my fault Twilight!he spoke back to his annoyed wife “I had no idea I was so beloved by so many mares in so many universes.”  
“Dad don’t…talk like that…it’s weird”cried Stella.  
“Father,father I’ve come!“came again from behind Stella Nova.  
“Oh what other interdiemensional kid has to come and ruin my family’s….w-whhhaatt!”  
“Hello,fellow princess can you tell that fair stallion to leave his groupies and come here as I have something most important to say to him” said a tall, sun fured colored Alicorn Mare,brushing her blue tinted Tricolored ethereal mane.

This reminds of that one crazy manga in which the whole plot is about a guy’s daughter coming back in time to make sure he doesn’t fall for another girl, and then lots of shipping and harem happens.

So in this case, the flashshimmer OC came from another universe, where her father was dead. She then stumbles into the pony universe, finding another version of her father, who is currently married with Twilight and has a daughter called Stella Nova.

Need a break from all that kaiju to work on a few ships.

Somepony’s got some ’splaining to do.

THE DESCRIPTION
 

 
Stella Nova met up with her parents in Ponyville’s main square, having plans to spend the day with them. They happily walked along the paths, passing by many shops, being sure to greet Applejack and Honeycrisp at their stall.
 
As they were about to continue on, the sound of galloping and a feminine exclaim made them stop to look. Before they could react, a yellow pegasus ran up to them, tears in her eyes. Stella and Twilight moved out of the way as the mare ran straight up to Flash, nuzzling up against him as she cried, a wide smile on her face.
 
“Father! Father I found you!!”
 
The family of three stood in shock at this revelation, Stella and Twilight moreso.
 
Stella looked to her father, seeing traits of him in this mare, and her mind went crazy as her heart started to race. “ Father…? Has my father been unfaithful?! “ she thought to herself, an angered glare masking her features.
 
Twilight’s eyes narrowed, glancing between Flash and this strange mare. She looked the pegasus over, and noticed familiar traits of another pony. Eyes widening, her breath caught in her throat. “ No…no it can’t be. “ she thought.
 
The young mare continued her joyful cries. “Mom never told me that you’d be here too! I-I thought you were gone forever, but you’re here! You’re here in this world too!”
 
That was all Twilight needed. She knew who this mare reminded her of. With a small gulp, Twilight cleared her throat. “Excuse me…but who is your mother?”
 
The pegasus pulled back in surprise, having not noticed the purple Alicorn. “M-My mother?” she asked. Twilight nodded slowly. The mare smiled a bit, looking to Twilight.
 
“My mother is Sunset Shimmer!”

Yeah, from what I gathered the Flash in the EQG universe had a kid with Sunset Shimmer and I’m guess he died or something. Their child then goes to FiM Equestria and meets the Flash Sentry there who had a kid with Twilight Sparkle.

So FlashSentry had sex with both Twilight and Sunset Shimmer… and has 2 daughters… such player

According to the source, the orange pegasus is the daughter of Sunset Shimmer and Flash.
 
No telling if it’s actually that Flash because of the wonders of multiple dimensions.
 
That being said, there’s some ambiguity of ponies being tagged when it’s not them but their OC offspring being depicted.

Sunset Shimmer tag? I do not see Sunset Shimmer. o.O

I… like this ship, actually!
