Honestly, in my opinion Laser Beam is one of my favorite Fan Characters and I’m normally not even interested in Fan Characters because the most of them are boring as hell, Laser Beam is something different with a lot of (good) ideas in my opinion and a very well made design, so how about this - leave the artists alone and try to make a better one instead of doing sh** like uploading the picture and complain about everything?

No question the artist is trying hard.  
However, the mane/tail colors are awful, the cutie mark is entirely inappropriate for the tech level of Equestria, and the ankh choker and meaningless bracelet (along with the many piercings in his eyebrow and ear) are overkill at best.  
Then you take into account the pretentious implications of having a unique speed trail, a “special power” like controlling electricity (as a pegasus, none the less), and a Rainbow Power form…
 
The guy who made this put a lot of effort into it. Unfortunately, he was trying too hard to be cool, unique, and different. He would
 
(All that being said, he still looks much better than most of his family.)

The mane and tail are rather garish, but the colors are well-balanced. It wouldn’t pass muster as a show character, but as an OC it’s alright.

I like the work. The artist has made his OC very well.
