Out of context, this page looks a little like the Perfect Solution fallacy, seeming to advocate that any risk reduction that doesn’t eliminate risk entirely should be rejected.
 
Looking a little closer at the text and the page this came from, it’s actually trying to point out the error in chasing after “zero risk”, which is almost always unattainable. Some vendor over-emphasised an almost non-existent risk to Applejack, in order to sell her a “solution” that may or may not have any real effect.
 
It’s like selling shark repellent spray in Kansas - even if it actually worked, a reduction from 0.0001% to 0.00009% is not exactly world-shaking, and probably not a worthwhile investment.

Risks can’t be put to 0% in anything. But this comic seems to imply that any kind of reduction is pointless? It’s awkwardly put together, I’ll say that much.
