I started with GifBrewery on the Mac, which has the nice option of creating palindrome loops (reverses after reaching end of sequence).  
But it indeed has problems sometimes with resizing and creates unnecessary noise and artifacts. Also doesn’t allow any kind of manipulation other than captions.
 
Now that I figured out how to use Photoshop, I use that for the most part. Including this one.

I think it may be more what one uses to make the .gifs, because as I recall, there isn’t necessarily a clear-cut defined way that the .gif format is meant to decide what 256 colors to use, either globally or locally. The spec defines a structure, but no method. ImageMagick does it differently from GIMP which does it differently than Photoshop which does it differently from VirtualDub, etc…

unless you use a hack, GIF is restricted to 256 colors.  
This usually results in something looking like noise, especially if you have large gradients.  
I didn’t even notice it in this gif.
