It doesn’t really matter WHY he doesn’t have one in the context actually, the point is that he does not.
I believe the reason he doesn’t have a “personality” is because he was a pretty basic roidmude (ie. 000) probably built with no form of personality, the basic idea of how androids are.
can he have personality? sure, look at the recent episode where he pretended to be a roidmude, but I really think it comes from a “thinking rather than acting”

This was posted before we learned Brain was irritable, which was a trait he developed over time after Medic got close to Heart and grew envious like 001 said. Also, I’m pretty sure Adagio is more irritable than Aria.
Besides this comparison would basically be saying that the Dazzlings aside from Sonata had actual personalities, which like Flash Sentry, they in fact did not.
As for the Dazzlings, I can kinda see how each of them match up to the (male) Roidmude generals:
