Because Ponyville is a hivemind where no two ponies are allowed to think differently.
Notice that there are only two ponies who critique her. (Personally, I loved to give that role to BonBon & Lyra before they became super lesbian heroes.)
I thought it was cute and funny, both how they tease her and how she retorts. No need to turn this into conversations about what True Dash or True Ponyville should be like.

Well, there’s also the two random ponies in this panel who’re smiling and minding their own business. Ponyville, on the whole, reminds me of the small towns near where I live: mostly friendly people, enough raging jerks and self-serving a**holes to remind you it’s not Utopia, and a higher-than-usual fear of those who are sufficiently different.

Ponyvillians seem to change from writer to writer.
Some portray them as nice, easy going people that you’d love to have as your neighbor.
Others portray them as selfish, pushy, violent ponies that hate your living guts.

No one seems to remember that. For all intents and purposes, the writers intentionally avoid treating the mane six like national heroes….Even though they are. (I mean, they even avoided recognizing Twilight as a princess for most of season 4. Granted, they were building up to something, but that’s the only thing that justifies it.)
Okay Dash does seems to be full of herself again (while after 4 seasons she’s more humble than portrait here) but those ponies have no right to talk out loud about her like that. She happens to walk around the streets with full confidence, but didn’t say anything so far until those 2 mares provoked her. Besides this pony together with her friends also happened to save all of you from certain doom plenty of times.
I might be the only one on this but I actually miss Season 1/2 Dash. Not to say I don’t like Season 3/4 Dash, I’m actually quite fond of that characterization of Dash as well.

Swagger is a real word.
I think she’s fun this way.
