Well she lets them die. Which all other Magical Girls not named Mami, Sayaka, and Madoka do anyways. Homura doesn’t care who dies as long as it doesn’t affect Madoka.
 
Closest thing the series has to a serial killer is Kirika .|| Who kills other Magical Girls.||

It can’t be Rebellion since she is super nice in that one.  
And it can’t be the mangas. Maybe is referring to the fact that she does’t save people and lets the Witches do their job before she does hers.

Yeaaaaah, I actually like Kyoko and find her character arc fascinating, but I rather doubt she wanted to survive as much as she wanted to prove her superiority. Kyousuke had literally NO significance to her goals or motivation to survive and get powerful; her intention to in no uncertain terms maim him was basically an act of pure malice to get a one up on Sayaka.
 
Granted, Kyousuke desperately NEEDS a maiming, but there’s no saying she’d stop at him. Remember, Madoka was Sayaka’s best friend; there’s very little stopping default!Kyoko from skewering her to prove her point, regardless of the fact that this action would lead to her immediate, prolonged, and bullet-ridden end.
