I don´t think so, because in “Hearth’s Warming Eve” they said that unicorns took care of the Sun and the Moon, while pegasi took care of the weather. All that happened before Discord´s arrival, because the princesses appeared were who defeated Discord.

Then perhaps all of Equestria behaved like the Everfree until Discord changed things. Like any age old tale, the telling of the events of Hearth’s Warming may have had its facts skewed, and we see the majority of land follow the same rules that they do in the present because that’s all ponies know. Hell, to them, the Everfree is unnatural.
