Actually the visual resemblance was accidental. Her alterations were based mostly on a mix of Yang and Blake.
Also, that’s a Flamethrower/Glave. Not a rifle.

I was thinking more of the fact that Sunset is clearly a Faunus (given that she has pony ears) and used to be a villain, which is in line with Blake as she was a member of the White Fang and is a Faunus herself. The fact that the mask Sunset is wearing is similar to the one Blake herself wore in Volume 2 episode 4 doesn’t hurt either.
the painted mask isn’t really Blake’s style though, neither is carrying what looks like the stock of a rifle…
