ya i was afraid of that, gimp with GAP video to frames is the last program to have that. As i have photoshop elements 13 and they removed that “feature” back in like elements 10, because apparently they can’t do it in 64bit.
 
And i cant seem to import the frames in any manner as just copying a bunch over makes a new “page” instead of inserting into the same one and adding to the layers.
 
So basically gif making is still one of the hardest photo editing arts on the internet…

Gimp to convert video to frames  
Scale down at RGB, and then convert to 256 colors  
Apply “Optimize for GIF”.
